  • NEW WATER RATES: A new bi-monthly usage rate is effective as of January 1st 2008. The rate structure reflects the recommendations from a comprehensive study done by FCS Inc., a financial consulting firm that specializes in analyzing infrastructure programs of utilities and public works entities. The process was intended to develop usage charges that were equitable to all customers, as well as a rate structure that assures operating revenue stability. See Rates & Charges page.

Currently there are no water connections available.

Recently, the Point Roberts Water District (The District) submitted a revised 2008 Comprehensive Water System Plan for final review as required by the WA State Department of Health (DOH). The District is expecting DOH to complete the review by the end of August 2008.

Hammond Collier Wade Livingstone (HCWL), the District's engineer, has identified additional peaking capacity in the existing 2.5 million gallon reservoir and provided the analysis and formulas within the revised plan. Based on the revised projections, the District could provide adequate storage into the year 2022, as well as serving 741 more residential connections.

In short, by utilizing a projected annual demand pattern of water usage, HCWL has estimated the volume in the tank should provide a peak capacity for a total of 2953 Equivalent Residential Units (ERU). One ERU can be considered as one water connection to a single family home, and is based upon typical water usage throughout the system determined from past meter readings.

If the revised Comprehensive Water System Plan is approved, then the District could theoretically create an additional 741 ERU's beyond the 2212 ERU's currently allowed by the DOH without the need to increase storage capacity. Additionally, applying the peak volume figures of the existing system to a proposed 3.0 million gallon water storage capacity, it is estimated that a new reservoir could be built at a later date to obtain the storage capacity needed for the 3270 ERU's necessary for total build-out of Point Roberts.

The total build-out figure is considered the maximum number of connections as were adopted in the 2001 Whatcom County Point Roberts Sub-Area Plan under section 9.1.2. The build-out analysis was done by county engineers and is based on the current zoning of Point Roberts.
